I'M HERE IN REFERENCE TO A LETTER WE RECEIVED FOR A CONDITIONAL PERMIT FOR US TO BUILD THE STORAGE BUILDING FOR MR. RAMIRO SINA.

I'M OPPOSED TO THIS CONDITIONAL PERMIT UNTIL MS. MR. SINA IS IN COMPLIANCE WITH HIS EIGHT FOOT FENCE.

ON A PREVIOUS COMMISSION MEETING, MR. COMMISSIONER PETER GALVAN STATED THAT ANY FENCE BEING OVER SIX FEET FENCE NEEDS TO BE A WINDSTORM CERTIFIED AND HIS IS NOT.

ON MAY 7TH MEETING, MR. PASINA WAS COMPLAINING AND STATED THAT MY METAL BUILDING POSTS A HAZARD TO HIS PROPERTY.

THIS INDIVIDUAL IS IN CLEAR VIOLATION OF 6.03 STORAGE BUILDING ORDINANCE THAT I GOT FROM CITY CHARTERS THAT STATES ONLY ONE STORAGE BUILDING IS ALLOWED ON THE PROPERTY REGARDLESS OF ZONE OR SIZE.

MR. PINA IS CURRENTLY HAS ONE STORAGE BUILDING AND HE'S NOW ASKING FOR A PERMIT TO BUILD ANOTHER, WHICH IS HE IN CLEAR VIOLATION OF CITY ORDINANCE.

I AM VOICE VOICING MY CONCERN THAT YOU NOT APPROVE ANY PERMITS UNTIL HE COMPLIES WITH A FENCE ORDINANCE BEING WINDSTORM CERTIFIED AND ONLY HAVING ONE STORAGE BUILDING LIKE EVERYBODY ELSE.

AND I WANNA TAKE THIS TIME TO THANK MR. MARIO PERERA FOR HAVING SOMEBODY GO OUT THERE ON A COMPLAINT THAT MY COMPRESSOR WAS TOO LOUD.

THEY MEASURED THE DECIBELS, AND IT'S ONLY 54 DECIBELS, NOT 80.

I'M NOT VIOLATING ANY COMP.

UM, I DON'T THINK WE COULD HAVE SELECTED A BETTER TIME TO COME PRESENT THE QUARTERLY REPORT.

THERE'S BEEN A LOT GOING ON IN THE ECONOMY, WHICH WILL HAVE A DIRECT IMPACT ON HOW YOU CAN INVEST AND WHERE RATES ARE HEADED.

SO, UM, I REALLY APPRECIATE THE TIME.

I'LL TRY TO KEEP IT BRIEF.

IT LOOKS LIKE YOU HAVE A LOT TO COVER TONIGHT, BUT IT IS IMPORTANT THAT YOU UNDERSTAND WHERE THE ECONOMY'S HEADED.

UH, WE DID HAVE THE FOMC, THE FEDERAL OPEN MARKET COMMITTEE.

THEY'RE THE ONES THAT SET THE FED FUNDS RATE THAT HAS A RELATIVELY DIRECT EFFECT ON, UH, THE RATES THAT YOU INVEST IN.

'CAUSE YOUR PORTFOLIO STAYS SHORT TERM, TWO YEARS AND LESS.

UH, THEY WILL LIKELY BE LOOKING AT CUTTING THE FED FUNDS RATE COME THEIR MEETING IN SEPTEMBER.

SO WHAT THAT MEANS IS ALL OF THE SHORT TERM RATES THAT WE'RE CURRENTLY UTILIZING WILL LIKELY DECREASE BY AT LEAST 25 BASIS POINTS, MAYBE MORE, DEPENDING ON HOW MUCH THEY CUT THAT RATE BY AND FURTHER ON, UH, HOW OFTEN THEY CONTINUE TO CUT THAT RATE.

SO, UH, I DO WANT EVERYONE TO UNDERSTAND THAT WE HAVE BEEN ENJOYING THESE VERY HIGH RATES FOR QUITE SOME TIME, LONGER THAN MANY PEOPLE EXPECTED.

UH, BUT IT IS TIME THAT WE WILL START SEEING A PLATEAU AND THINGS WILL START COMING DOWN.

SO I JUST WANT EVERYONE TO BE PREPARED FOR THAT.

UM, WHEN WE'RE HELPING PEOPLE GET THEIR BUDGET SET, WE'RE TRYING TO STAY CONSERVATIVE AND UNDERSTAND THAT RATES ARE GONNA START COMING DOWN.

UH, SO YOU WILL LIKELY SEE THAT IN YOUR BUDGET FOR THE, UH, NEXT FISCAL YEAR.

SO WITH THAT, FOR YOUR QUARTERLY REPORT ON THE SUMMARY PAGE, WE HAVE THE CHANGE FROM QUARTER TO QUARTER.

THERE WAS NOT TOO MUCH OF A CHANGE HERE.

YOU HAD ABOUT A DECREASE OF ABOUT 541,000 OVERALL.

THIS TIME OF YEAR IS TYPICALLY A SPENDING PERIOD.

YOU BRING YOUR TAX REVENUE IN, UM, AT THE END OF THE CALENDAR YEAR AND BEGINNING OF THE CALENDAR YEAR, AND THEN YOU SPEND DOWN THE REST OF THE YEAR.

SO WE WOULD EXPECT THAT TYPE OF ACTIVITY THIS TIME OF YEAR, YOUR AVERAGE YIELD FOR THE CURRENT QUARTER WAS 5.6%.

PRIOR QUARTER WAS ALSO 5.59.

SO WE'RE AT THAT POINT WHERE WE'RE PLATEAUING AND WE WILL LIKELY START TO SEE A DECREASE.

UM, A LOT OF YOUR INTEREST HAS COME FROM YOUR, UH, RELATIONSHIP WITH TEXAS REGIONAL BANK.

YOUR PORTFOLIO HAS ONE OF THE HIGHEST YIELDS WITH THEIR BANK OF ANY CLIENT THAT I WORK WITH.

SO WE HAVE BEEN HIGHLY, UM, UTILIZING THAT WHILE IT'S BEEN AVAILABLE.

THEY PAY, THEY PAY THE 90 YEAR TBI PLUS 10 BASIS POINTS.

AND SINCE WE HAVE HAD AN INVERTED YIELD CURVE, THAT THREE MONTH YIELD HAS BEEN THE HIGHEST OVER THAT PERIOD OF TIME THAT WE'VE HAD SUCH HIGH INTEREST RATES.

SO THE FACT THAT THEY'RE PAYING THAT PLUS 10 BASIS POINTS HAS RESULTED IN A LOT OF INTEREST INCOME FOR THE CITY.

SO WE'VE TAKEN ADVANTAGE OF THAT WHILE WE CAN, BUT NOW WE HAVE TO UNDERSTAND THAT THAT RATE WILL START COMING DOWN PRETTY QUICKLY.

SO THE STRATEGY NOW SHIFTS.

WE WANT TO START USING SOME FIXED INCOME INVESTMENTS, SO WE CAN SET UP AN INVESTMENT LADDER TO HELP CARRY THE PORTFOLIO YIELD OVER A LONGER PERIOD OF TIME.

SO YOU MIGHT START TO SEE THAT SHIFT.

WE HAVE HAD SOME CDS IN THE PAST, UH, BUT WE WOULD LIKE TO START ADDING MORE AS TIME GOES ON, UH, JUST TO PREPARE THE PORTFOLIO GOING FORWARD.

SO YOUR QUARTERLY INTEREST INCOME THIS TIME OF YEAR, OR THIS QUARTER WAS 624,000.

PRIOR QUARTER WAS 644,000.

AGAIN, IT'S JUST KIND OF, UM, IT'S TIMING WITH SOME OF THE INTEREST.

UH, BUT YOU WILL LIKELY START TO SEE THAT COMING DOWN AS WE START SEEING RATES FALL ON THE ECONOMIC OVERVIEW, I ALWAYS POINT TO THAT TOP LEFT CHART, THE TREASURY YIELD CURVE, THAT'S WHERE WE HAVE THE INVERTED YIELD CURVE.

SO YOU'LL SEE THE SHORT TERM RATES ARE HIGHER THAN THE LONGER TERM RATES.

THAT'S WHERE WE'VE REALLY BENEFITED FROM THAT 90 DAY T BILL PLUS 10 BASIS POINTS.

SO AS THE FOMC STARTS LOWERING THEIR RATE, WE WILL EXPECT TO SEE THOSE SHORT TERM RATES COME DOWN, UH, MUCH MORE QUICKLY THAN THE LONGER TERM RATES.

AND THAT'S WHEN WE'LL START TO SEE MORE OF A NORMALIZED YIELD CURVE.

BUT RIGHT NOW, WE'VE HAD AN INVERTED YIELD CURVE.

WE'VE HAD IT FOR ABOUT TWO YEARS NOW.

UM, SO THE CITY'S REALLY BENEFITED, UH, FROM THAT RELATIONSHIP WITH THE BANK.

CURRENTLY ON YOUR INVESTMENT HOLDINGS PAGE, EVERYTHING ABOVE THAT BLANK LINE IN THE MIDDLE, UH, IS CURRENTLY LIQUID.

SO YOU COULD ACCESS IT WITHIN ONE DAY IF YOU NEEDED TO.

EVERYTHING BELOW THAT LINE IS CURRENTLY FIXED INCOME.

YOU HAVE A COUPLE OF CDS WITH EAST WEST BANK.

THEY HAVE CONSISTENTLY BEEN PAYING SOME OF THE HIGHEST RATES.

LUCKILY THEY STAYED HIGH, SO WE HAVEN'T HAD TO REALLY RELY ON THAT.

UH, BUT WE WOULD LIKE TO START INCORPORATING MORE CDS AS WE GO FORWARD.

YOUR PORTFOLIO COMPOSITION IS HEAVILY LIQUID.

UH, WE'LL START SHIFTING THAT NOW.

UH, BUT LIKE I SAID, YOU'VE BEEN BENEFITING FROM IT.

YOUR TOTAL PORTFOLIO HAS HAD INCREDIBLE GROWTH.

UH, HOPEFULLY THAT WILL CONTINUE.

UH, SO YOU'RE A LITTLE BIT UNUSUAL, BUT IN A GOOD WAY, UH, IN THIS MARKET ENVIRONMENT.

FOR THE BOOK AND MARKET VALUE COMPARISON PAGE, THIS REALLY JUST COMPARES THE PRIOR QUARTER, THE CURRENT QUARTER.

SO YOU CAN SEE THE MOVEMENT IN YOUR CASH AND THE INTEREST THAT YOU'VE EARNED OVER TIME.

AND THEN WE HAVE YOUR FUND ALLOCATION PAGE.
