UH, WELL, I'M HERE TODAY TO EXPRESS A CONCERN ABOUT A LOT OF THE ABANDONED PETS THAT, I MEAN, IT'S BEEN A PROBLEM FOR A WHILE, BUT I MYSELF HAVE TAKEN IN TWO, HOPING TO FIND A HOME FOR THEM.

AND, YOU KNOW, TWO YEARS LATER THEY'RE STILL WITH ME.

SO NOW THEY'RE PART OF MY FAMILY.

BUT, UM, ONE OF THE THINGS THAT, UM, I WANNA SEE IF WE CAN FIND A SOLUTION, A RECOMMENDATION OF HOW WE CAN IMPROVE THE BUDGET FOR ANIMAL CONTROL.

SO MY UNDERSTANDING IS WE HAVE A BUDGET OF $2,500 FOR THE YEAR AND $400 ROUGHLY FOR FOOD.

AND THEY HAVE TWO EMPLOYEES WHO MANAGE THAT AS FAR AS THE VEHICLES THAT THEY USE TO PICK UP ABANDONED ANIMALS.

AND THEY DON'T ALWAYS HAVE AVAILABILITY ON WEEKENDS SLASH HOLIDAYS, CUZ I MYSELF HAVE CALLED WHEN THERE'S A DEAD ANIMAL ON SAM HOUSTON STREET

AND THEY TOLD ME, OH, IT'S A HOLIDAY, YOU'RE GONNA HAVE TO WAIT TILL THEY COME BACK.

WELL, THAT ANIMAL'S BEEN RUN OVER WHO KNOWS HOW MANY TIMES.

AND THAT'S JUST REALLY NOT A NICE SITE TO SEE.

SO IF WE'RE ABLE TO INCREASE THE BUDGET AND HIRE, YOU KNOW, A COUPLE MORE PEOPLE, THEY WOULD BE ABLE TO DO THOSE ROTATIONS, MAYBE MORE SO WHERE THE OTHER TWO GENTLEMEN WON'T BE DOING ALL THE LOAD THEMSELVES.

UM, SO I DON'T KNOW WHAT THEIR BUDGET IS FOR EMPLOYEES, BUT, UM, I THINK THAT'S SOMETHING THAT DEFINITELY NEEDS TO BE CONSIDERED.

AND I KNOW THAT THEY HAVE, UM, WELL THAT'S GONNA BE ANOTHER TOPIC ABOUT ENFORCING THE RULES.

LEASH LAWS, CODE ENFORCEMENTS, WHICH I BELIEVE WE USED TO DO A FEW YEARS AGO.

UH, I ALSO WANTED TO ASK ABOUT IF THERE'S A GRANT WRITER, DOES THE CITY HAVE SOMEBODY THAT CAN HELP WITH THAT? AND IF WE DON'T, WELL THAT'S ANOTHER RESOURCE THAT WE COULD TRY TO USE TO GET MORE REV, MORE REVENUES FOR THAT.

OR MAYBE OTHER AREAS IN THE CITY ITSELF, BECAUSE WE DO, YOU KNOW, IT'S A SMALL TOWN, BUT YES, THERE'S ALWAYS ROOM FOR IMPROVEMENT.

AND THAT'S THE PURPOSE HERE, IS WE AS THE CITIZENS AND YOU THE PANEL TO TRY TO IMPROVE THINGS.

UM, I ALSO DO REAL ESTATE.

I'M TRYING TO BRING PEOPLE INTO THE TOWN, BUT AGAIN, THAT'S SOME OF THE ISSUES THERE.

NOW, THE BUDGET, UH, ONE OF THE THINGS I DID INQUIRE ON IS, AGAIN, $2,500, ROUGHLY $400 FOR FOOD.

BUT I THINK IF WE WERE ABLE TO MAYBE PROPOSE SOMETHING AND THE CITIZENS VOTE ON IT, WHERE, WHAT HAVE WE ADDED, LIKE A 25 CENT FEE INTO THE WATER BILL, THAT ALONE WOULD GIVE US $1,800 AND 75 CENTS PER MONTH TO USE THOSE MONIES TOWARDS THE SHELTER, TOWARDS HELPING THESE ANIMALS.

UM, WE HAVE A VET WHO IS WILLING TO HELP WITH THESE SURGERIES FOR SPADE AND NEUTER.

WE NEED A LOCATION.

SO THAT'S ANOTHER THING.

WHERE IN SAN BENITO COULD WE SAY, OKAY, ON THIS DATE, EVERY MONTH THERE'S VOUCHERS THAT WE'RE GONNA TRY TO FIGURE OUT, BRING YOUR PETS AND LET'S START, YOU KNOW, RESOLVING SOME OF THE ISSUES.

UM, I KNOW WE HAVE PLENTY OF EMPTY SPACES HERE, SO MAYBE BETWEEN THE SHELTER ITSELF, WHICH I WAS TOLD, I COULD NOT JUST GO AND VISIT, UM, OR MAYBE SOMEWHERE IN THE PDS OFFICE, UM, WE COULD SET SOMETHING UP.

AS LONG AS WE HAVE POWER AND WATER, WE HAVE A VET WHO'S WILLING TO DO THIS.

UM, I KNOW THERE'S PEOPLE WHO MAY NOT BE ABLE TO CARE FOR THEIR ANIMALS ANYMORE.

YOU KNOW, EVERYTHING'S CUTE WHEN IT'S A LITTLE PUPPY OR A LITTLE KITTEN.

BUT ONCE THEY GROW AND THEY START DAMAGING THINGS, PEOPLE DON'T WANT 'EM ANYMORE.

SO WE NEED ANOTHER WAY TO SAY, OKAY, WE UNDERSTAND.

BRING YOUR PET BACK.

LET'S TRY TO HOUSE THEM.

FOSTER THEM WITHOUT JUDGMENT.

I MEAN, IT CAN GET PRETTY HECTIC, ESPECIALLY IF YOU HAVE, YOU KNOW, A LARGE FAMILY OR, YOU KNOW, CHILDREN WHO INITIALLY WANTED THE PIT BUT NO LONGER WANT THE PIT.

UH, ANOTHER IDEA I THOUGHT WE COULD USE IS THAT MARQUIS SITS OUT THERE AT THE RIVERWALK, WHY DON'T WE POST PICTURES OF THESE ANIMALS WHO HAVE BEEN ABANDONED OR SITTING IN THE SHELTER? AND WE CAN TRY TO HELP FIND A FOSTER PARENT OR MAYBE THEIR INITIAL PARENT, THEIR FAMILIES.

MAYBE THEY DON'T EVEN KNOW WHERE THE ANIMAL, WHAT DIRECTION THE ANIMAL MAY HAVE GONE.

UM, SO THAT'S ANOTHER WAY WE COULD TRY TO GET AN ANIMAL PLACED.

UM, LET'S SEE, THE SHELTER, UM, UM, I, I WAS TOLD YOU CAN ONLY GO OUT THERE IF YOU'RE GONNA FOSTER A PET.

AND I DON'T UNDERSTAND WHY THAT'S THE WAY IT'S SET UP,

BUT WE NEED TO MAKE THE SHELTER A LITTLE BIT MORE WELCOMING, I THINK A LITTLE BIT MORE INVITING IF YOU WANT SOMEONE TO COME LOOK FOR A PET, BUT THEN YOU'RE TOLD YOU CAN'T GO.

MAYBE I WAS NOT UNDERSTANDING THAT PART CORRECTLY, BUT IF THE PEOPLE DON'T WANT THEIR PETS, WE CAN ALSO TRY TO ADVERTISE TO MOVE THEM UP NORTH.

I KNOW SOME OF THESE OTHER SHELTERS HELP DO THAT.

UM, I WANTED TO MENTION THAT A FEW WEEKS AGO THERE WAS A MAJOR CHEMICAL SPILL IN EAST PALESTINE, OHIO, UH, STEMMING FROM A TRAIN DERAILMENT.

IT POISONED THE AIR, THE, UH, THE WATER, UH, WIPED OUT WILDLIFE AND PETS.

WHO KNOWS THE EFFECTS ON THE PEOPLE AND THE TOWN MAY NEVER RECOVER.

UH, SO THE DERAILMENT WAS THE RESULT OF SEVERAL FACTORS, INCLUDING DEREGULATION, UM, POOR WORKING CONDITIONS AND NEGLECTED INFRASTRUCTURE.

UH, BUT IT'S NOT AN ISOLATED INCIDENT.

DERAILMENTS HAPPEN AT LEAST A THOUSAND TIMES A YEAR.

SO IN A CITY WITH, UH, TRACKS AND MANY OF THE SAKAS, I'M REQUESTING THAT WE TAKE A LOOK AT OUR EMERGENCY PROCEDURES, UH, JUST IN CASE IF SOMETHING WERE TO HAPPEN HERE, WE'RE ON TOP OF OUR GAME.

AND TO TAKE A LOOK AT OUR RAIL INFRASTRUCTURE AS WELL, TO LOOK FOR POINTS OF IMPROVEMENT.

UM, I LOOKED AT AN OIL TRANSPORT, UH, RAIL MAP, AND IT SAID MUCH OF SAN BONITA WOULD BE WITHIN A DANGER OR BLAST ZONE IF SOMETHING BAD WERE TO HAPPEN.

SO, UH, WHAT CAN WE DO TO IMPROVE OUR RESPONSE TIME? HOW DO WE MITIGATE CHANCES OF AN ACCIDENT? ARE WE BEING NOTIFIED IF AND WHEN HAZARDOUS MATERIALS ARE BEING SHIPPED THROUGH? UH, I WANTED TO TALK NEXT ABOUT HOUSING AND PRAISE EVERYONE INVOLVED WITH RENOVATING OUR PUBLIC HOUSING, YOU KNOW, WITHOUT INVESTMENT AND SUPPORT, THINGS LIKE PUBLIC HOUSING GAIN A BAD REPUTATION.

UH, SO I'M HAPPY TO SEE EFFORTS TO MAKE IMPROVEMENTS.

I HAVEN'T SEEN ANY RECENT UPDATES ON THE STONEWALL JACKSON, UH, BUILDING PROJECT.

UM, YOU KNOW, WITH HUNDREDS OF PEOPLE ON OUR SECTION EIGHT WAIT LIST AND NEIGHBORING CITIES DISPLACING PEOPLE THROUGH GENTRIFICATION.

IT WOULD BE GREAT TO GET THE BALL ROLLING ON THIS PROJECT.

AGAIN, THERE ARE MODELS WHERE CITIES TURN CITY PROPERTY INTO HOUSING.

UM, SO IT'S DEFINITELY POSSIBLE.

JUST GOTTA FIND A WAY.

UM, I SAW THAT WE, UH, THE CITY WENT ON A LOBBYING TRIP, UH, RECENTLY, AND THESE ARE THE KINDS OF THINGS THAT SHOULD BE AT THE TOP OF OUR LIST TO LOBBY FOR.
