UM, IDEA IS JUST TO GIVE YOU ALL A BRIEF, UM, STATUS REPORT ON A COUPLE OF PROJECTS THAT WE'RE WORKING, UM, IN AND AROUND THE, UM, CITY OF SANTO. UH, WITH ME TONIGHT IS COMMISSIONER DAVID GASSA FROM, UH, PRECINCT THREE, AND MICHAEL SKEE, WHO IS A VICE CHAIRMAN OF THE, UH, CCMA BOARD OF DIRECTORS. UM, SO I'LL GO, UM, TO OUR FIRST LIGHT AND, AND THIS IS A MAP, UH, OF ABOUT 20 DIFFERENT PROJECTS THAT ARE IN AND AROUND THE CITY OF SANTO. UM, I'LL GO OVER THE FIRST FIVE AND THEN THE REST OF THE PROJECTS I'LL GO THROUGH, UH, DURING MY PRESENTATION. SO, THE FM 7 32 REALIGNMENT, UM, ON, ON THE EAST SIDE WAS COMPLETED A COUPLE OF YEARS AGO. UM, THERE'S A TWO-LANE RURAL ROAD, UM, SOUTH OF I 69 E, UH, FM 1 0 6, GENERAL BRAT ROAD ON THE NORTH SIDE, UM, WAS ALSO A TWO-LANE RULE, UM, WITH EXPANSION TO FOUR-LANE, UM, IN THE FUTURE. SAN JOSE RANCH WROTE, UH, PHASE ONE OF THAT PROJECT WAS COMPLETED A COUPLE OF YEARS AGO BY THE COUNTY. UH, AGAIN, A TWO A TWO-LANE RURAL ROAD, UH, WITH CAPACITY FOR THE FUTURE TO GO UP TO FOUR LANES. DSLAND ROAD EXTENSION. THIS IS IN THE SOUTH SIDE. UH, IT'S THE EAST LOOP, I MEAN, UH, LOOP ON THE SOUTH SIDE OF HARLINGEN AND SANTO THAT, UH, GOES AND CONNECTS WITH SOUTH PARALLEL CORRIDOR AND THEN PHASE ONE OF THE SOUTH PARALLEL CORRIDOR THAT WAS COMPLETED, UM, A COUPLE OF YEARS AGO. UM, NEXT SLIDE IS THE SAN JOSE RANCH ROAD, THE PHASE TWO. UM, THIS IS CURRENTLY UNDER CONSTRUCTION, UH, ABOUT 55% COMPLETE FUNDED, UH, BY CAMERON COUNTY. UH, WE EXPECT, UH, A COMPLETION DATE SOMETIME IN DECEMBER OF THIS YEAR. UH, PHASE TWO OF THE SOUTH PARALLEL CORRIDOR PHASE. UM, THIS IS UNDER, [00:05:01] UH, CONSTRUCTION, WELL, A FOREMOST PAVING AS THE CONTRACTOR ON THIS PROJECT. UH, CONSTRUCTION'S ABOUT 40% COMPLETE. AND, UM, THE COMPLETION DATE IS JUNE OF 2023. AND THIS WILL ADD ON TO, UH, DIXON LAND ROAD EXTENSION. THEN THE, THE LAST PHASE REM REMAINING ON THIS PROJECT, UH, IT'S PHASE THREE. UH, IT'S CAMERON COUNTY IS ACQUIRING THE RIGHT OF WAY, UM, FOR THAT PROJECT AS WE SPEAK. WE'RE ALSO DOING UTILITY COORDINATION. UM, WE'VE GOT, UM, AN, AN AGREEMENT AND PRINCIPLE WITH TECHO ON HOW TO FUND, UH, THE CONSTRUCTION OF THIS PROJECT, UTILIZING, UH, RIDER 11 B, UM, AS WELL AS, UM, OTHER CATEGORY SEVEN FUNDING OR FUNDING FROM THE, UM, RGV, MPO, UH, WILLIAMS ROAD ON THE SOUTH. UM, THE RMA WENT THROUGH A PROCUREMENT PROCESS AND, AND WE SELECTED A CONSULTANT, UH, TO, UH, WORK WITH US ON THE SCHEMATIC. UM, AND ON THE ENVIRONMENTAL DOCUMENT, UH, WE'RE WORKING, UH, ON THAT PHASE. UH, WE'RE DOING COORDINATION WITH TEXT DOT, UM, AND WE'RE WORKING TOWARDS, UM, AN ANTICIPATED CONSTRUCTION, UH, AS EARLY AS 20 25, 20 26. UH, THIS IS THE SOUTH SEGMENT, UM, OF WILLIAMS ROAD, THE NORTH SEGMENT, UH, THAT WOULD GO FROM BUSINESS 77, UM, TO SAN JOSE RANCH ROAD. SAME THING. WE WENT THROUGH A PROCUREMENT PROCESS, SELECTED A CONSULTANT, UM, AND WE'RE COORDINATING THE PROJECT WITH TEXT DOT. UH, THIS WAS TAKEN FROM TWO LANES TO FOUR LANES. UH, WE'RE DOING PRELIMINARY ENGINEERING. UH, WE'RE DOING A TYPICAL SECTION, UH, AND WE'RE PREPARING AN ENVIRONMENTAL DOCUMENT AS WELL. AND WE'RE HOPING TO HAVE THIS ON TEXT DOT'S TENURE PLAN, UH, BY, UH, 2024, UH, SPI SENT AND ACCESS PROJECT. WE'RE, UH, WORKING ON THE ENVIRONMENTAL, UH, PHASE OF THIS PROJECT. UH, WE HAVE A PARTNERSHIP BETWEEN CAMERON COUNTY, THE CITY OF SAAS, PAD ISLAND, AND THE RMA TO COMPLETE THE ENVIRONMENTAL PHASE. UM, AND THEN, UH, PROCEED WITH THE DESIGN. THE PROJECT IS BEING DEVELOPED AS A NON TOLL ROAD, UH, OR NON TOLL BRIDGE PROJECT, UH, AT THIS POINT. UM, AND WE'RE HOPING TO HAVE ENVIRONMENTAL CLEARANCE IN THE NEXT, UM, UH, 24 TO 30 MONTHS. UH, HARLING RAIL IMPROVEMENTS. UM, THIS IS THE LAST PHASE OF A RAIL RELOCATION PROJECT THAT THE COUNTY STARTED, UM, AROUND 2005. UH, THIS LAST PHASE, UH, IS IN DOWNTOWN, UH, HARLINGEN. THAT INCLUDES A CLOSURE OF SEVERAL, UH, STREET CROSSINGS AND A REALIGNMENT, UH, OF THE CURVE, UH, THROUGH COMMERCE ROAD. THE CCMA RECENTLY RECEIVED A 5.6 MILLION GRANT FROM THE FEDERAL RAILROAD ADMINISTRATION, AND WE'RE NEGOTIATING A CONTRACT RIGHT NOW WITH UNION PACIFIC TO DO THE, UH, PRELIMINARY ENGINEERING AND FINAL DESIGN, UH, WITH GRANT FUNDS THAT WE HAD PREVIOUSLY GOTTEN FROM FRA US 77, UH, I 69 E PLAN. UH, YOU ALL SHOULD HAVE GOTTEN AN INVITATION FOR AN UNVEILING, UH, CEREMONY OF I 69 E, UH, NORTH OF RAYMONDVILLE, UH, ON OCTOBER 28TH AT AT 10 IN THE MORNING. UH, THAT'S ANOTHER SEGMENT THAT ALREADY MEETS INTERSTATE STANDARDS AND, AND TEXTILE WILL BE THERE TO UNVEIL AN I 69 E-SIGN. THE COUNTY AND THE RMA CONTINUE TO ADVOCATE FOR THIS PROJECT. UH, WE'VE GOT TWO OR THREE SEGMENTS THAT HAVE NOT GOTTEN ON THE 10 YEAR FUNDING PLAN FOR TECHO, AND WE'RE HOPING IN THE NEXT YEAR WE CAN GET 'EM IN THERE, UM, FURTHER NORTH. UM, THE, UH, SOUTHBOUND BYPASS AROUND DRISCOLL HAS BEEN OPEN FOR ABOUT A YEAR NOW. UH, THE, THE SOUTHBOUND, UH, BYPASS WILL BE OPENED IN FEBRUARY. UH, TEXTILE IS ALSO WORKING ON ACQUIRING THE RIGHT OF WAY FOR THE BYPASS AROUND DITTA. AND SO YOU'LL SEE SOME CONSTRUCTION ACTIVITY THERE IN, IN IN THE NEXT COUPLE OF MONTHS. UH, FM 5 0 9, UH, THIS IS THE PROJECT, UH, IN THE HARLINGEN AREA, UH, IN AND AROUND THE PORT OF, UH, HARLINGEN, UH, WHERE THIS PROJECT IS FULLY FUNDED FOR CONSTRUCTION, UH, BY TEXTILE. IT WILL BE A NON-SYSTEM TEXT OUT ROAD. UH, WE'RE WORKING WITH PHIL HIGHWAY ADMINISTRATION AND TEXT DO ON, UH, A FUNCTIONAL CLASSIFICATION FOR THE PROJECT. AND WE WILL, UH, WE'VE SELECTED A CONSULTANT TO DO THE PRELIMINARY ENGINEERING AND, UH, UH, THE ENVIRONMENTAL DOCUMENT FOR THE PROJECT SO THAT WE CAN TAKE IT TO A CONSTRUCTION PHASE. UH, THEN THIS IS JUST A SYNOPSIS OF DIFFERENT PROJECTS THAT ARE SHOVEL READY ABOUT A LITTLE BIT OVER $50 MILLION. UH, GOT ABOUT $180 MILLION IN PROJECTS THAT, THAT WE CAN GET SHOVEL READY FAIRLY QUICK. AND THEN PROJECTS THAT ARE IN OUR DEVELOPMENT PHASE ABOUT 1.6 BILLION. SO IN TOTAL, WE'VE GOT ABOUT A 2 BILLION SYSTEM OF PROJECTS THAT, UM, WE'RE [00:10:01] WORKING ON, UM, AS WE SPEAK. UM, LIKE TO GIVE COMMISSIONER ROSS AN OPPORTUNITY TO, TO MENTION ANYTHING THAT I MIGHT HAVE MISSED. I'D LIKE FOR YOU JUST TO, CAN YOU GIMME A RECAP OF THE NUMBER OF DOLLARS THAT WE'VE SPENT IN THE ROADS THAT YOU MENTIONED FROM THE BEGINNING, FROM DIXIE LAND, ALL THE WAY TO GENERAL BRAND TO GIVE THE COMMISSION AN IDEA OF HOW MUCH MONEY HAS BEEN INVESTED, AND THE COUNTY HAS NOT FUNDED A HUNDRED PERCENT OF IT. YOU KNOW, THE WHOLE IDEA IN LEVERAGING DOLLARS IS, YOU KNOW, MAKING SURE THAT WE DO THE PROJECT TO SHOVEL READY AND THEN GET THE CONSTRUCTION DOLLARS TO COME IN. BUT, UH, STARTING WITH DIXIE LAND, YEAH. THE FIVE PROJECTS THAT I MENTIONED EARLIER THAT ARE COMPLETE, YOU KNOW, THOSE RANGE, UH, ABOUT A HUNDRED, 125 MILLION, AND I THINK ABOUT 90% OF THE FUNDING, UH, HAS COME FROM TEXTILE OR PHIL HIGHWAY ADMINISTRATION. UH, UNFORTUNATELY, UH, BECAUSE, UH, PRIOR TO MERGING THE MPOS, UH, THE HAREN SANTO MPO WAS NOT ELIGIBLE FOR CATEGORY SEVEN, WHICH IS A FEDERAL FUNDING BECAUSE OF THE POPULATION. UM, AND, AND SO WE HAD TO RELY ON OTHER CATEGORIES FROM TECHO OR DIRECT GRANTS FROM THE FEDERAL GOVERNMENT, BUT NONETHELESS, WE'RE ABLE TO LEVERAGE, UH, ABOUT 90%, UH, FROM STATE OR FEDERAL DOLLARS, WHICH IS PRETTY GOOD BECAUSE THE NORM IS ABOUT 75 25. SO WE, WE DID A LITTLE BIT BETTER THAN THAT IN THE FUTURE. OUR, OUR PLAN IS THE SAME OF, OF THE $2 BILLION. UH, OUR PLAN IS TO GET 85% FROM THE FEDS OR THE STATE, AND ABOUT 15%, UH, FROM THE LOCAL, UH, THE COUNTY A COUPLE OF YEARS AGO DID A COUNTY-WIDE TRANSPORTATION REINVESTMENT ZONE THAT ALLOWS US TO, UM, UTILIZE THAT ADDITIONAL, UH, TAX BASE, UM, THAT IS CREATED AND REINVESTING IT INTO TRANSPORTATION. AND SO IT ALLOWS US TO LEVERAGE ADDITIONAL STATE AND FEDERAL DOLLARS, I BELIEVE, OF THE 254 COUNTIES IN THE STATE. WE'RE THE ONLY COUNTY THAT DOES THAT, BUT WE'RE SEEING THAT IT'S PAYING US FOR US. AND THEN WE DO PARTNERSHIPS LIKE WE DID WITH YOU ALL, AND WE'LL DEVELOP WILLIAMS ROAD TO THE SOUTH AND TO THE NORTH, AND HOPEFULLY, YOU KNOW, 90% OF THAT CAN COME FROM THE STATE OR THE FEDERAL GOVERNMENT AND, AND, AND IT'LL OPEN UP ADDITIONAL DEVELOPMENT OPPORTUNITIES FOR THE CITY. I DON'T KNOW WHY, BUT FOR SOME REASON, MOST OF THE PROJECTS ARE INCREASING THREE , SO, WELL, IT WAS GOOD. THAT'S GOOD. YOU KNOW, THERE'S A FEW THAT ARE NOT, BECAUSE PHYSICALLY IT'S IMPOSSIBLE, BUT THEY ALL CONNECT TO PRECINCT THREE. SO THAT'S JUST BECAUSE OF CIRCUMSTANCE. THERE WAS A PLAN IN PLACE WHEN I TOOK OFFICE IN 2001 THAT HAD PROJECT ROADMAP, WHICH WAS AN IDENTIFIED PROJECT CATEGORIES WITHIN THE COUNTY. AND THOSE COMMISSIONERS THAT CHOSE TO START WORKING ON THESE PROJECTS, OF COURSE, ADVANCED THEIR PROJECTS. AND WHEN I SAW THAT OPPORTUNITY, AND WE HAD MONEY TO BE ABLE TO ADVANCE THOSE 10%, YOU KNOW, WHAT HAS HAPPENED WITH WHAT WE HAD IN 2001 WAS ABOUT $10 MILLION WORTH OF BOND DOLLARS THAT THE COUNTY HAD HAD SOLD. THOSE $10 MILLION HAVE ALLOWED US TO CONSTRUCT OVER 389 MILLION WORTH OF PROJECTS THROUGHOUT THE WHOLE COUNTY. SO, YOU KNOW, SMALL INVESTMENTS, EVEN THOUGH IT'S A SACRIFICE, JUST LIKE THE TERSE IS FOR THE COUNTY, THE TERSE REINVESTMENT ZONE THAT MR. PULOW WAS TALKING ABOUT WAS THE COUNTY GIVES UP THAT PART OF THE, THE TAX DOLLARS THAT NORMALLY COME INTO THE COUNTY COFFERS. IT GIVES 'EM UP FOR INFRASTRUCTURE INVESTMENT. BUT WHAT WE'RE SEEING IS EVERY TIME WE INVEST IN INFRASTRUCTURE, WHAT HAPPENS, THE CORRIDOR BECOMES MORE ECONOMICALLY FEASIBLE, USABLE, AND ALSO AVAILABLE TO FOLKS THAT WANT TO DEVELOP AND CREATE THEIR INVESTMENTS ON IT. SO WE KNOW THAT BY MAKING A SMALL INVESTMENT, FROM OUR PERSPECTIVE, LEADS TO EVERYONE BENEFITING. AND, AND YOU'VE SEEN THAT OCCURRING. I MEAN, THE, THE 7 32 REALIGNMENT HERE IN SANTO WAS GREAT CATALYST TO DEVELOP THAT AREA. WE'VE SEEN THE SUBDIVISION THAT HAS GONE ON OVER THERE, AND THERE'S MORE BUSINESSES THAT ARE MOVING TO THAT AREA. SO, YOU KNOW, THE INVESTMENTS SOMETIMES ARE SLOW IN DEVELOPING. IT TAKES TIME TO GET 'EM DONE, BUT AT THE END, THE RESULTS ARE FANTASTIC FOR EVERYONE. AND SO ONE OF THE THINGS THAT WE'RE LOOKING AT DOING IS EXPANDING THAT CO STORAGE FACILITY. UH, SO I'VE HAD A MEETING WITH, UH, HARLINGEN EDC, UM, I MET WITH YOUR, YOUR NEWLY APPOINTED, UM, EDC DIRECTOR, RAMIREZ LAMAN THIS MORNING AS WELL. WE'RE GONNA MEET AT THE BRIDGE NEXT TUESDAY MORNING, UH, TO LOOK AT THE EXPANSION PLANS. WE'RE GONNA MEET WITH THE OPERATOR AND WITH CBP AS WELL. UH, CBP HAS COMMITTED TO BRINGING THE ADDITIONAL STAFF NEEDED, UH, TO, UM, DEAL WITH THE ADDITIONAL, UH, TRUCKS, UH, AS, AS WE PLAN TO, UH, LURE, UH, PRODUCE, UH, TYPE OF TRAFFIC TO THE FREE TRADE BRIDGE. CBP HAS ALSO COMMITTED TO PROVIDING THE TECHNOLOGY, UM, IN, IN, IN THE SENSE OF PROVIDING TWO X-RAY UNITS, UH, TO FACILITATE THE INSPECTION OF THOSE, UH, ADDITIONAL TRUCKS THAT WILL BE PLANNED IN THE FUTURE. SO, WE'LL, WE'LL KEEP YOU ALL ABREAST OF THAT PROJECT, UM, BUT WE'LL BE WORKING THROUGH YOUR EDC DIRECTOR ON THAT PROJECT. OKAY, SIR. THANK YOU VERY MUCH, SIR. ACCEPT, BUT I, I HAD A QUESTION. UH, I KNOW AT THIS POINT THE EXTENSION WOULD BE FROM THE INTERSTATE TO THE NEW PARALLEL, BUT I'M, I'M THINKING MORE OF, UH, IN THE FUTURE IF IT COULD MAYBE GO FURTHER SOUTH, UH, MAYBE ALL THE WAY TO LOS OR RAINVILLE OR, OR SOMEWHERE OUT THERE. UH, I THINK IT'LL GIVE US GREATER ACCESS TO OUR INDUSTRIAL PARK. OUR INDUSTRIAL PARK AND NEEDS, STILL NEEDS A LOT OF DEVELOPMENT, STILL NEEDS A LOT OF THINGS, AND MAYBE THAT WOULD GIVE US A GREATER ECONOMIC, UH, OPPORTUNITY TO GROW. SO, I, I WOULD LIKE FOR Y'ALL TO CONSIDER, UH, WILLIAMS ROAD AND CONSIDER FURTHER EXPANDING SOUTH. UH, WE'LL, WE'LL LOOK AT THAT, DEFINITELY.
