UH, I WAS ASKED ABOUT THE, UH, ABOUT THE CONDITION THAT FUND BALANCE UNRESTRICTED CAN BE USED FOR PROJECTS FOR SPECIAL PROJECTS, UM, NOT OPERATIONS, BECAUSE ONCE AS WE KNOW, ONCE YOU, ONCE YOU ESTABLISH AN OPERATION EXPENSE, SUCH AS WAGES AND SALARIES AND BENEFITS, THOSE ARE THERE FOREVER, BUT YOU CAN UTILIZE THAT FUND BALANCE FOR SPECIAL PROJECTS, INFRASTRUCTURE IMPROVEMENTS, WHETHER IT'S DRAINAGE OR PIPES OR PAVING PROJECTS, THAT'S WHAT THAT MONEY CAN BE USED FOR. NOW. IT COSTS ABOUT $33,600 PER DAY FOR THE CITY OF SAN BENITO TO OPERATE ON. IF YOU TAKE THAT NUMBER INTO UNRESTRICTED AMOUNT, IT GIVES YOU 216 DAYS WORTH OF OPERATIONS. SO IF YOU, IF YOU CAN LOOK AT THAT, YOU SEE REVENUES OF 13 MILLION, 222,000. THAT WAS WHAT YOU BUDGETED. YOUR ACTUAL REVENUE WAS 14 MILLION. SO YOU HAD A POSITIVE VARIANCE OF ALMOST $800,000. THE [00:10:01] MORE IMPRESSIVE NUMBER THOSE ON THE EXPENDITURE SIDE, YOU BUDGETED 14 MILLION IN EXPENDITURES AND SPENT A LITTLE OVER 12, SO THAT A POSITIVE VARIANCE OF 1.8 IN THE END THAT WENT DIRECTLY TO YOUR, TO YOUR FUND BALANCE. YOU DIDN'T SPEND WHAT YOU BUDGETED AND YOU EARNED AND COLLECTED MORE THAN, THAN WHAT YOU BUDGETED. SO THOSE TWO POSITIVE VARIANCES HELPED INCREASE YOUR, YOUR FUND BALANCE. NOW, WHAT WE CANNOT TELL YOU, WHAT I CANNOT TELL YOU IS HOW MUCH OF THOSE EXPENDITURE SAVINGS WERE DUE TO THE, UH, ADAPTATION AND THE DUE TO COVID. WE DON'T KNOW. UH, I KNOW THAT WE DO A LOT OF SCHOOLS AND THE, UH, THEY HAD A LOT OF THE SCHOOLS HAD A WINDFALL OF A FUND BALANCES BECAUSE THEY DIDN'T SPEND WHAT THEY HAD BUDGETED Y WHILE THEY WERE CLOSED, TRANSPORTATION COSTS, NOT WHERE THEY EXPECTED MEALS. UH, THE MNO OF, OF THEIR SCHOOLS DID NOT COME IN BECAUSE, BECAUSE OF THE, OF THE SCHOOL CLOSURES. SO OBVIOUSLY THEIR, THEIR EXPENDITURE, THE EXPENDITURE BUDGET WAS FAR LESS THAN FAR GREATER THAN WHAT THEY ACTUALLY SPENT. SO WITH THAT, I'D LIKE TO OPEN UP TO ANY QUESTIONS YOU ALL MAY HAVE. IF I DON'T HAVE THE ANSWER, THEN I'M GOING TO PUNCH THE BELLEND HERE.
