WE'RE GOING TO FOCUS FIRST ON THE GENERAL ADMINISTRATION AWARDS, AS YOU CAN SEE A YEAR, UH, WOULD HAVE DIFFERENT AWARDS YEARS.
THEY COINCIDE WITH DIFFERENT, UH, FISCAL YEARS.
UH, UM, FIRST ONE IS THE 12,000 THAT'S OUT OF A AWARD YOU'RE 44 AND C 45, AND THEN 46.
THESE ARE GENERAL ADMINISTRATION FUNDS WHEN WE CREATE THE BUDGET FOR THE CDBG PROGRAM, UH, HUD GIVES US, UH, UP TO 20% OF ALLOCATION OF THE FUNDS CAN BE USED FOR GENERAL ADMINISTRATION.
SO IN ORDER TO AVOID GOING OVER BUDGET, WHAT WE DO IS WE GO AHEAD AND WE SET THAT 20% AS FAR AS PART OF THE ANNUAL BUDGET.
AND THEN WHEN WE GO AND RECONCILE THE, THE AWARD YEAR, WE USUALLY HAVE SOME FUNDS LEFT OVER.
AND FOR THOSE OF YOU WHO HAVE BEEN ON THE COMMISSION FOR A WHILE, WE, WE TYPICALLY

SO WHAT STAFF AND I HAVE BEEN DOING AS YOU SEE ON THIS SPREADSHEET, AND I BELIEVE YOU HAVE IT, YOU SHOULD HAVE A COPY, UH, IN YOUR PACKET.
UH, WE'RE GOING TO KIND OF WALK THROUGH SOME OF THESE PROJECTS.
FIRST ONE WE'RE GONNA STOP BY IS ACTUALLY YOU SEE 20 YEAR 2017 AND TO THE LEFT COLUMN, YOU SEE AWARD YEAR AWARD, YEAR 43, THERE'S A NOTATION OF THE PARKING PERMIT FOR THE, UH, FOR THE FALCON PARK PAVILION COMMISSION THEY'RE REQUESTED IN 2019 WHEN THEY REALLOCATED SOME OF THESE FUNDS DUE TO A SUBSTANTIAL AMENDMENT THAT IS SPECIFIC PROJECT BEING THE FALCON PARK PAVILION BE CREATED.
AND OF THAT, THAT 23,788 84 CENTS IS IN THAT BUDGET.
THOSE FUNDS HAVE NOT BEEN USED.
THEY'RE STILL SITTING, SITTING THERE.

AND THE AMOUNT OF 20,000, THOSE FUNDS HAVE NOT BEEN, UH, HAVE NOT BEEN UTILIZED AND WHAT WE CAN TO RECALL FROM LOOKING AT THE, THE MEETING MINUTES AND EVERYTHING IS ON LANDRUM, A VERY SPECIFIC PROJECT THAT BEING THE LANDER PARK RESTROOMS, THERE WAS DISCUSSION ABOUT JUST, YOU KNOW, ANY TYPE OF GENERAL IMPROVEMENTS AT KENNEDY PARK, BUT NO VERY SPECIFIC, UH, UH, ITEM WAS STATED RIGHT BELOW THAT YOU WILL SEE THAT SAYS PUBLIC FACILITIES IMPROVEMENTS THAT THE OLD LIBRARY THERE WAS A $22,000 ALLOCATION, UH, AS WELL AS THE FACT THAT THOSE FUNDS HAVE NOT BEEN UTILIZED.
AND YOU'LL THAT THEN THE RIGHT COLUMN, YOU'RE GOING TO SEE THAT THERE'S THAT 12 FOR $12,441 AND 47 CENTS.
THOSE ARE THE SAME GENERAL ADMINISTRATION FUNDS THAT ARE REFERENCED.
UH, AT THE BEGINNING OF THIS PRESENTATION, WE MOVED DOWN TO YEAR 2019.
YOU WILL SEE THAT, UH, UH, THERE'S HIGHLIGHTED THERE IN YELLOW BOYS AND GIRLS CLUB.
FOR THOSE OF YOU WHO ARE ON THE COMMISSION, YOU MAY RECALL THAT INITIALLY THEY HAD BEEN AWARDED $8,000, BUT THEN THE CITY AND THE BOYS AND GIRLS CLUB CAME TO AN AGREEMENT THAT, WHICH THE CITY WOULD CONTRIBUTE $10,000 PER YEAR FOR THE OPERATIONS, FOR WHAT THEY'RE DOING FOR THE CHILDREN OF OUR COMMUNITY.
THE, THE, UH, THE RESULT WAS THAT WAS THAT THEY WOULD NO LONGER REQUEST CDBG FUNDING.
SO BECAUSE OF THAT, THAT $8,000 WAS, UH, WAS REALLOCATED THROUGH A SUBSTANTIAL AMENDMENT TO GENERAL PARK IMPROVEMENT.
YOU'LL SEE, IN THAT NEXT COLUMN, AFTER THAT 8,000, YOU SEE $1,193 AND 56 CENTS.
THAT'S, WHAT'S BASICALLY THERE WAS A, UH, A PURCHASE OF SOME MULCH AND BOARDERS THAT'S GOING TO BE USED AT ACTUALLY AT KENNEDY PARK.
AND IN THAT RIGHT COLUMN, YOU SEE THE 17,624, WHICH IS THE BALANCE OF THE GENERAL ADMINISTRATION DOWN AT YEAR 20.

SO IT'S IMPORTANT THAT ON THE YEAR 2017, THAT FALLON PARK PAVILION IS SOMETHING THAT IT HAS TO BE A PROJECT COMPLETION WITHIN, BY 2024.
SO THESE, THESE TIMELINES ARE IMPORTANT TO, UH, FOR US TO BRING YOUR ATTENTION BECAUSE IT'S IT, UH, I'M GOING TO BE DISCUSSING SOME RECOMMENDATIONS.
Y'ALL RECALL WE'VE ESTABLISHED.
AND WE CREATED THE, UH, CITIZENS ADVISORY COMMITTEE ON DECEMBER 2ND STAFF AND THE CAC MEMBERS WE MET, AND WE DISCUSSED VARIOUS PROJECT RECOMMENDATIONS FOR THE FIVE APPOINTED MEMBERS WERE IN ATTENDANCE.
AND OF ALL THE DISCUSSIONS THAT THE RECOMMENDATIONS THAT THE COMMITTEE MEMBERS HAD MAKE, THE ONLY ONE THAT'S AN ELIGIBLE PRODUCT PROJECT ARE PARK IMPROVEMENTS.
SO AS A RESULT OF THAT, THE CAC MEETING DAY UNANIMOUSLY VOTED TO RECOMMEND TO USE THE COMMISSION THAT THE AVAILABLE CBG FUNDS FROM GENERAL ADMINISTRATION BE REALLOCATED TO OUR PARK IMPROVEMENTS.
THE FALCON PARK PAVILION IS THE, IT WAS PROJECT.
UH, IT WAS EARMARKED TO BUILD THAT PAVILION OVER THAT EXISTING SLAB.
UH, THE AMOUNT THAT WAS THEIR MARGINS, AGAIN WAS $23,788 AND 84 CENTS.
AGAIN, IT'S IMPORTANT THAT THE PROJECT COMPLETION DEADLINE IS 2024.
AND FOR THOSE WHO AREN'T FAMILIAR WITH THAT, THAT'S THE OVERVIEW.
AND AS YOU CAN SEE, THERE'S THAT CONCRETE SLAB THAT'S, AND THAT'S APPROXIMATELY 35 FEET BY 35 FEET.
SO, UH, I'VE BEEN WORKING WITH, UH, MR. RODRIGUEZ, THE PARKS AND REC DIRECTOR, AND THEY'VE BEEN WORKING ON GETTING SOME PRELIMINARY NUMBERS FOR WHAT IT'S GOING TO COST.
ONE OF THE CONCERNS WE HAVE RECOGNIZES THAT THAT SLAB IS UNEVEN IT'S CRACKED.
SO THE CONCERN WE HAD IS BY PLACING A PAVILION OVER IT, YOU'RE GOING TO INCREASE THE USE, WHICH IN TURN COULD INCREASE THE RISK OF ANYBODY BEING INJURED.
SO PART OF OUR ASSESSMENT IS LOOKING AT REMOVING THAT AND REPLACING IT WITH A SOLID FOREIGN SLAB,

UM, THE COMMISSION EARMARKED $20,000 FOR THAT PROJECT.

AND SO IT'S A PRETTY GOOD SIZE, UH, PARK RIGHT THERE IN CROCKETT SWANSON AND DICK DALLIN.
FROM WHAT I UNDERSTAND, IT'S A VERY POPULAR PARK IN THAT AREA.
AND WHAT'S SHOWING HERE IS, UH, WE HAD, UH, THE PLANNING DEPARTMENT PUT THE, THE LAYERS OF THE UTILITIES YOU SEE, GOING NORTH TO SOUTH IS AN EIGHT INCH SEWER LINE.
IT IS AN ACTIVE LINE AND IT GOES STRAIGHT THROUGH THE PROPERTY.
UH, AND THEN YOU'LL SEE ABOVE AT THE, AT THE TOP END, YOU'LL SEE A BLUE LINE.
THAT'S A SIX INCH WATER LINE THAT RIGHT NOW IT'S FEEDING TO, UH, THE IRRIGATION SYSTEM THAT CURRENTLY SERVES THAT PARK.
THE PROPOSAL THAT WE'RE LOOKING AT AS FAR AS, UH, WHERE WOULD THESE RESTAURANTS REPLACE WOULD BE ACTUALLY, UH, JUST, UH, THE NORTH SIDE OF THE GAZEBO.
I'M NOT SURE HOW TO MAKE THE, UH, LET ME SEE IF I CAN DO THE RED LIGHT, UM, RIGHT ABOVE THE, UH, WHERE THE GAZEBO IS.

SO AGAIN, THESE ARE PROJECTS THAT, UH, REQUIRES A LOT OF THE PLANNING, UM, AND, UH, BUT THAT'S, WE DO HAVE AT LEAST HAVE INFRASTRUCTURE, UH, THE THROUGH OR RIGHT ON THE EDGE OF THE PROPERTY KENNEDY PARK.
AGAIN, AS I STATED, THERE WAS NO SPECIFIC ACTIVITY IDENTIFIED.
IT WAS JUST SOMETHING THAT WOULD LIKE TO SEE SOME IMPROVEMENTS AT, AT THE KENNEDY PARK, THE OLD LIBRARY FISCAL YEAR, THAT 2018, THE DISCUSSIONS WERE THAT, UH, WOULD LIKE TO ULTIMATELY SEE THAT THAT FACILITY ULTIMATELY RESTORE RESTORED TO ITS ORIGINAL DESIGN GENERAL IMPROVEMENTS.
WE TALKED ABOUT WERE DROPPED AS THE, THE, THE DROP CEILING TO EXPOSE THE ORIGINAL CEILING RESTORE RESTORATION OF THE EXTERIOR AND EXPOSE THE ORIGINAL WINDOWS, UM, RENOVATE THE RESTAURANT FOR ADA COMPLIANCE.
AGAIN, THE AMOUNT THAT WAS EARMARKED BY THE COMMISSION AT THAT TIME WAS $22,000 IN PAR PROJECT COMPLETION.
DEADLINE IS 2025, THE OTHER GENERAL PARK IMPROVEMENTS.
WHAT I KIND OF REFERENCED EARLIER, IT'S WHAT THERE WAS $8,000 THAT WAS REALLOCATED DUE TO A SPLIT SUBSTANTIAL AMENDMENT.
AND, UH, I SAID OF THAT $1,193 HAS BEEN EXPENSED ALREADY.
SO LEAVING A BALANCE ABOUT $6,800 OUT OF THAT LINE ITEM, CITY PARK IMPROVEMENTS.
UH, AGAIN, THIS LAST, UH, THIS Y'ALL USE COMMISSIONERS, Y'ALL ACTUALLY ALLOCATED THE $24,183 TO CITY PARK IMPROVEMENTS.

UH, WHEN THESE COMPLAINTS COME IN, UH, WE CONDUCT TRAFFIC SURVEYS.
UM, WE, WE USE A RADAR TRAFFIC, UH, RADAR TREVOR RECORDER.
IT CAN BE MOUNTED ANYWHERE LEFT ALONE, AND IT CONDUCTS THE DATA AS OPPOSED TO HAVING A PATROLMAN SITTING OUT THERE, YOU KNOW, FOR HOURS AT A TIME, YOU KNOW, MONITORING TRAFFIC.

THE FIRST STUDY WAS CONDUCTED FROM, UH, JUNE THE FOURTH THROUGH JUNE THE 11TH.
THEY USUALLY RUN ABOUT A WEEK.
UH THAT'S HOW LONG THE BATTERY LASTS FOR THE DEVICE.
UH, THIS ONE WAS, UH, PERFORMED ON THE 1200 BLOCK OF LA PALOMA STREET.
UH, AS YOU CAN SEE, IT'S A PRETTY HEAVILY TRAVELED ROADWAY.
THERE'S, UH, THERE WAS 9,019 VEHICLES RECORDED.
UH, DURING THAT STUDY, THE SPEED LIMIT ON THAT STRETCH OF ROADWAY IS 30 MILES AN HOUR.
AND WE HAD A TOTAL OF 188 ENFORCEABLE VIOLATIONS, BUT AS COMPARED TO THE NUMBER OF VEHICLES ANALYZED, UH, YOU CAN SEE THAT THE ENFORCEMENT RATING IS CATEGORIZED AS LOW.
THAT WAS ONLY 2% OF THE, UH, ENFORCEABLE VIOLATIONS, UM, AVERAGE SPEED OF THE VEHICLES, UH, TRAVELING ON THAT ROADWAY DURING THE STUDY WAS 29 MILES AN HOUR.
SO IT WAS BELOW THE, UH, THE SPEED LIMIT.
YOU GOT TO KEEP IN MIND THAT SOMETIMES THERE'S AN EMERGENCY TRAFFIC TRAVELING THROUGH THESE ROADWAYS, EMS PERSONNEL, FIRE, FIRE PERSONNEL, PD, PERSONNEL, RESPONDING TO EMERGENCIES.
THE, UH, SECOND STUDY WAS CONDUCTED ON THE 400 BLOCK OF NORTH MCCULLOUGH STREET.
UH, WE DID RECEIVE A COMPLAINT OF SPEEDERS IN THAT AREA, SPECIFICALLY THE 300 BLOCK, BUT, UH, OUR EQUIPMENT CAN'T BE, UM, I GUESS, FASTENED.
AND IT CAN ONLY BE FASTENED TO CERTAIN, UH, TYPES OF, UH, POLES AND LIGHTING POLES THAT ARE IN THE AREA.
SO WE HAD TO MOVE IT OVER ONE BLOCK, BUT WE STILL GOT A PRETTY GOOD, UH, AMOUNT OF DATA ANALYZED 1,643 VEHICLES, UH, WITH THE TOTAL OF ONLY THREE ENFORCEABLE VIOLATIONS.
THE AVERAGE SPEED WAS 22 MILES AN HOUR.
THE FASTEST, UH, WAS RECORDED AT 53.
AND AGAIN, WE HAVE THE, UH, ENFORCEMENT RATING CATEGORIES HAS A LOW ON OUR THIRD SPEED STUDY IS CONDUCTED FROM, UH, JUNE THE 22ND THROUGH JUNE THE 28TH.
UH, THIS WAS CONDUCTED ON THE 900 BLOCK OF SOUTH OSCAR WILLIAMS ROAD.
THIS WAS IN RESPONSE TO AGAIN, SPEEDERS, UH, AND THAT PARTICULAR STRETCH OF ROADWAY.
UM, THIS IS A PRETTY HEAVILY TRAVELED ROADWAY.
AS YOU CAN SEE, 8,837 VEHICLES WERE, UH, ANALYZED.
AND IN TOTAL, UH, ENFORCEABLE VIOLATIONS, IT WAS A LITTLE HIGHER THAN WHAT THE OTHER TWO, UH, STUDIES, UH, PRODUCED 505, BUT WITH A TOTAL AMOUNT OF VEHICLES SAMPLED AGAIN, THE, UH, ENFORCEABLE VIOLATIONS WAS ONLY A 6% AND THE ENFORCEMENT RATING WAS STILL CATEGORIZED AS, AS LOW.
UM, THE AVERAGE SPEED AGAIN WAS BELOW THE SPEED LIMIT OF 30.
SO THE AVERAGE SPEED WAS 28 MILES AN HOUR.
UH, OF THOSE VEHICLES ANALYZED FASTEST AT 71.
UH, AGAIN, I, YOU KNOW, IT COULD HAVE BEEN A RANDOM SPEEDER, COULD HAVE BEEN EMERGENCY TRAFFIC.

AT TWO AVERAGE SPEED WAS 18 MILES AN HOUR ON THAT ROADWAY.
AGAIN, WE HAVE AN ENFORCEMENT RATING, THAT'S A RATED AS LOW.
AND THE LAST ONE THAT WE'VE COLLECTED DATA FROM WAS FROM THE 1200 BLOCK OF NORTH AUSTIN STREET.
AGAIN, IT WAS A RESIDENT THAT WAS COMPLAINING OF SPEEDERS.
UM, FROM OCTOBER 27TH THROUGH NOVEMBER THE THIRD, THERE WAS 1,039 VEHICLES ANALYZED, UM, AVERAGE SPEED LIMIT OF 17 MILES AN HOUR.
AND 0% OF THOSE, UH, VEHICLES ANALYZED WERE CONSIDERED AS, UH, ENFORCEABLE VIOLATIONS.
THE ENFORCEMENT RATING WAS CATEGORIZED AGAIN AS A LOW.
SO WITH THESE SPEED STUDIES, UH, WE USUALLY DEPLOY OUR EQUIPMENT IN RESPONSE TO SPEED HOME REQUESTS THAT WE GET.
UM, SPEED REQUESTS ARE SUBMITTED TO MYSELF ON THE TRAFFIC AND SAFETY BOARD, UH, LIAISON, UH, FROM THE CITY, UM, APPLICATIONS ARE AVAILABLE ON THE POLICE DEPARTMENT WEBSITE, UH, WHICH IS A SUB PAGE WHEN THE CITY WEBSITE, UH, SPEED HUMP REQUESTS ARE REVIEWED EVALUATED BY DEPARTMENT OFFICIALS AND DISCUSS WITH THE BOARD DURING OUR, UH, IT'S SUPPOSED TO BE QUARTERLY MEETINGS.
